Types of BIS Registration Schemes:
The BIS certification is provided under different types of schemes for the products, which are as follows:
1 – ISI Mark Scheme Registration for Domestic Manufacturers
For manufacturers of products that fall under the mandatory BIS certification (Scheme-I), registering is a bit of a process. But there’s good news – some of these products also qualify for a simplified registration process.
When these products are listed as eligible for simplified registration, manufacturers should choose this easier path instead of the regular one. Here’s how it works:
Instead of going through the standard BIS certification process, which involves submitting an application to an authorized officer based on the manufacturing unit’s location, manufacturers can opt for a simplified registration.
In the simplified process, manufacturers fill out Form V under Scheme-I (BIS registration application) along with necessary documents and fees. BIS officers will then conduct an initial factory evaluation, take product samples, run tests, and get an independent testing report.
Once the products meet the quality standards, the BIS certification or license is granted. The best part? This process is quicker, usually taking about 4-6 months from submitting the registration application. Simple, right?
2 – Registration Under Simplified Procedure for Domestic Manufacturers
In an effort to expedite the BIS certification process, the Bureau of Indian Standards (BIS) has introduced a simplified procedure, ensuring a swift and efficient experience for manufacturers. This streamlined approach is designed to grant BIS licenses within 30 days from the submission of the certification application.
Key Steps in the Simplified Procedure:
Mandatory Application: Manufacturers of products falling under the simplified procedure category must apply for BIS certification through this expedited process.
Documentation Submission: The manufacturer is required to submit the BIS registration application, along with necessary documents, self-evaluation reports, and test reports of product samples obtained from an approved laboratory, to the designated BIS officer.
Evaluation and Verification: Upon submission, the BIS officer reviews the application and conducts a thorough verification of the manufacturing facility. If the test report meets the standard requirements, the BIS certification is granted within 30 days of application submission.
Applicability of the Simplified Procedure:
The simplified procedure is applicable for the grant of BIS licenses in ‘All India First License’ cases and for all products falling under the simplified procedure, with exceptions as follows:
- Products such as valves, cylinders, cement, etc., where approval from another statutory authority is necessary.
- Products where the BIS license is issued based on factory testing.

3 – ECO Mark Scheme Registration

Upon successful evaluation, the BIS bestows the prestigious ‘ECO’ logo in conjunction with the widely recognized ‘ISI Mark,’ symbolizing a dual endorsement. This combined insignia signifies not only compliance with rigorous environmental criteria but also adherence to the high-quality standards specified by Indian regulatory norms.

The procedure to get the BIS license under the ECO mark scheme is similar to obtaining a BIS license for domestic manufacturers under the normal or simplified registration procedure. When a manufacturer already has a valid BIS certification mark for a product and wants to get a new product covered under the ECO mark scheme, the manufacturer has to make a specific request to the BIS. The BIS will take the required steps for grant of BIS license under the ECO mark scheme.
4 – Foreign Manufacturers Certification Scheme (FMCS)
The Bureau of Indian Standards (BIS) offers the prestigious ISI mark through the Foreign Manufacturers Certification Scheme (FMCS) to international applicants or foreign manufacturers within a span of six months. BIS certification is attainable for products falling under the Compulsory Registration Scheme (CRS) and the mandatory BIS certification scheme (Scheme-I) through this streamlined process.
Initiated in the year 2000, the FMCS facilitates overseas applicants or foreign manufacturers in obtaining and displaying the standard ISI mark on their products. To achieve this, foreign manufacturers are required to establish a branch office in India, adhering to the necessary permissions, and appoint an authorized agent within the country.
The foreign applicant is mandated to submit the BIS registration application form in the prescribed format, along with the requisite documents and fees. BIS undertakes a preliminary inspection of the product at the applicant’s manufacturing and testing units, collecting samples for independent testing.
Upon satisfaction with the product’s adherence to standard requirements, BIS grants the coveted BIS certification. Once awarded to the foreign manufacturer or overseas applicants, an annual minimum marking fee and an annual license fee are due for payment. This strategic approach ensures a faster and more efficient route to securing BIS certification for international entities.
5 – BIS Compulsory Registration Scheme (CRS)
The Ministry of Electronics and Information Technology (MeitY) introduced the Compulsory Registration Scheme (CRS) in 2012, unveiling the ‘Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012’ for 15 categories of electronics items. Over time, MeitY expanded the scope of CRS to encompass additional electronic and information technology goods.
Within the CRS framework, manufacturers of listed products are obligated to secure BIS certification for compliance. In accordance with MeitY’s 2012 order, manufacturing, distributing, storing, or importing goods that do not adhere to the Indian Standards specified in the order, and lack the standard mark featuring a BIS unique registration number, is strictly prohibited.
BIS issues licenses to electronic product manufacturers, granting them the authority to use the standard mark with a unique R-number. Manufacturers can achieve BIS certification under CRS by registering through a self-declaration of conformity for each product, utilizing Form-I within the smart registration system.
To complete the certification process, manufacturers must acquire test reports for their products from BIS-recognized laboratories. These verified test reports are then submitted to BIS, accompanied by an undertaking of product conformity and an affidavit ensuring compliance with BIS standards.
Upon thorough evaluation of the application, including confirmation of the manufacturer’s infrastructure for consistent quality production and positive test results indicating conformity with relevant Indian Standards, BIS will issue the BIS certification under the CRS. This stringent process ensures that certified products meet the specified standards, aligning with the Indian regulatory framework.
BIS Registration Procedure:
The BIS registration process typically encompasses both the licensing and surveillance procedures. The licensing process includes the following steps:
- Manufacturers initiate the BIS registration application.
- A BIS officer conducts a preliminary inspection at the factory.
- Product samples undergo testing after the inspection.
- Following the evaluation, the BIS officer determines the final result.
After the initial inspection, the surveillance process is carried out for a comprehensive assessment of the factory. The surveillance process involves the following steps:
- The inspecting authority visits the factory to verify the test results.
- Samples are sent to independent labs by the inspecting officer.
- The test report provides feedback or outlines the findings of the investigation.
- A performance review report is compiled.
- Upon completion of the review, the BIS license is granted.
Documents Required for BIS Certification:
The requisite documents for BIS registration may vary based on the specific BIS registration scheme. Nevertheless, the essential documents that manufacturers are required to submit to the Bureau of Indian Standards (BIS) for the purpose of obtaining BIS certification include:
- Proof of office and factory name and address.
- Documents verifying the establishment of the manufacturing unit, such as the Incorporation Certificate, Registration Certificate, or Memorandum of Association.
- MSME/SSI certificate, if applicable.
- Comprehensive manufacturing process flow encompassing all stages, from raw material to the finished product.
- List of manufacturing machinery, including detailed machinery specifications.
- Information regarding outsourcing of manufacturing operations, if applicable.
- Comprehensive list of testing facilities and equipment, including copies of valid calibration certificates for testing equipment.
- Third-party laboratory test reports compliant with Indian Standards, if applicable.
- Layout plan of the factory premises and the factory’s location plan.
- In-house or independent test reports, if applicable.
- If the application is signed by an authorized signatory, an authorization letter from the CEO in the name of the authorized signatory.
- For foreign manufacturers or overseas applicants, nomination details of the Indian agent and the nomination form.
Ensuring the submission of these documents in accordance with BIS requirements is crucial for a successful BIS certification process.
Validity of BIS Certification:
The BIS certification, provided by the Bureau of Indian Standards, holds a validity period of two years. Manufacturers have the option to extend the BIS certification if there are no alterations to the relevant products and specified standards. The renewed BIS certificate remains valid for a minimum of one year and can be extended up to a maximum of five years.
To facilitate the renewal process, manufacturers are required to pay an annual advance minimum marking fee and license fee. In case the renewal application for the BIS certification is submitted after the certificate’s expiration, a late fee of Rs.5000 must be paid by the applicant.
